Checking some stuff in today classic Traveller rules and found this interesting tidbit: if using rules as written there is a 1/3 chance of having a (meaningful) encounter with humans a day, independent of any chance for animal encounters.

It doesn't specify what happens with different kinds of planets though, so according to the table you might stroll around the surface of a moon and encounter a bunch of peasants with cudgels and clubs.
