It only purported to free slaves in the areas **not** controlled by Lincoln, while leaving it unmolested in all the area he **did** control. Even after the war, slavery was not ended in the North until the ratification of 13A (which is why Juneteeth has no business being a federal holiday, it does not mark the end of slavery in the US, only in the South, where it was already a regionally celebrated event).
