Fun fact: from an English law point of view, if you commission an artist here to produce something for you and they don't say otherwise, all you get is a limited licence to the resulting art. They retain the copyright.
I've seen a few artists saying under which Creative Commons licence they license the work to the commissioner, but I don't think I've seen anyone say that they will assign the copyright.
