Earmuffs are usually effective up to about 75% of their advertised NRR, and they can be more comfortable depending on what your situation is.
I have both a 100 pack of earplugs and gun range earmuffs (like these but with higher NRR). I wear both of them to sleep at night because my upstairs neighbor is the loudest nigger on the face of the planet and she appears to have a habit of bodyslamming her 2 year old on the floor every night at like 3 AM.
