It's not entirely the cops themselves. The whole US culture is built up around CSI / Do The Crime Do The Time / Back The Blue / Karen / I'm Suing / etc.
I'm saying this as someone who was born in the US but lives in France. Here there's no speed traps, nobody cards you when you buy alcohol, you see guys driving up to the convenience store to get a case of beer and driving away with a beer in their hand. Everything is just toned down.
