best example i have is a case in Argentine some months ago.
We have two nuclear reactor, one have some problems.
We got a German team to come and check it along side our own team.
The Germans wanted to shut down both reactor (eventho only one had problems) for 3 years to repaired.
The Argentine team said they could repaired without shuting down the other reactor and in only 6 months.
The Germans called the Argentine time crazy and irresponsible for not following "official guidelines" the Argentine team called them stupid for not taking into account how much shutting down both reactor for 3 years could hurt the argentine.
The goverment decided to follow the Argentine team route and after 6 months of work the reactor seem to be working again with no problem.
Regulation adds stupid cost and stupid Bureaucracy that ends up as unneeded sunk cost
