It's relatively easy to sync notmuch tags and IMAP folders with notmuch hooks, e.g. tag emails by folder and move emails between folders according to tags. That's what I do for my corporate inbox, but that sort of defeats the purpose of tags. And it requires OfflineIMAP which is more tolerant towards moving emails in the maildir (unlike mbsync).
I guess you could do that as a one-off operation for initial setup.
But the question of syncing tags between machines still stands. If you don't use Gmail, something like this might be the only option: https://www.muchsync.org/
