I’d prioritize nicer groupset (gearing) over anything else, with a steel frame and carbon fork being a great compromise and smooth riding. Look for Shimano GRX or SRAM Xplr for really nice shifting. Microshift is still fine.
Some budget brands to check out: State Bicycle Co, decathlon’s Triban bikes, Blackheart, and the entry level offerings of Trek, Specialized, Kona, etc.
