Apparently, having a water available for our dog in the car for even the shortest drives dramatically reduces reactivity in the car. It's like magic. We have a fold-able water bowl and I got her her own water bottle that has a silicon leaf that flips up to function as a sort of cup to squirt the water into.
If she starts barking at someone, we can give her a little water, and she will calm down for the rest of the ride.
