from where I was sitting it looked like de Blasio's term was basically proof that it's functionally impossible to govern NYC w/o approval of NYPD. They're basically the Praetorians at this point. (I'm pretty confident the Praetorians were mobbed up out the ass, & there's just no surviving documentation for it.)
