I'm torn between blaming the government and the public. The governments have not been transparent in the risks of covid until now because they've been met by opposition, but people are arrogant and have not complied because they don't know the risks. Most covid information is behind paywalls. This means that 90 % of folks don't have access to the science on covid. Most still think covid is a bad flu. The WHO decided the pandemic was over before it was, but that didn't help.
