All the CO2 in fuels like coal and oil was once in the atmosphere at a time when plants grew much larger than they do today. There are toxic chemicals and carcinogens to deal with when burning fuels but CO2 on its own it not harmful to the environment at all. In greenhouses they artificially increase the CO2 levels to encourage plant growth.
