I do have wget working from Ruby (to scrape from my Steam account), and that worked by setting auth cookies from a file.
Note that it is bad security practice to put passwords on command lines, where they are then visible to other processes looking at tasks running on the system. Your particular system may be secure, but it's considered to be a bad habit to get into at best.
