As a small business owner in a relatively heavily-regulated industry, my experience with regulation has been that the department / agency just wants to lay low and collect rents and not do any 'sincere', hard word to punish bad actors. Regulation sounds sexy to many of my liberal friends but in practice it's almost always a net negative in my anecdotal corner of the economy.
