Pretty sure there is no landing strip on Plumb Island just the ferru from Orient Point.. the small fields are at Westhampton & McArthur or Block Island and small plane traffic severely restricted around NYC.. flight plans and TCA are hard core but helicopter traffic for NYPD.. news/traffic, tourist and executive commuters are common but Times Square New Years locked down like Ft Knox.. Security wise NYC qualifies as the world's 10th largest military an aerial spray seems better Hollywood script than practical plan. logistically the whole idea seems really far fetched & impractical to do by air & no clue why a truck wouldn't be a more feasible vehicle to work from.. even there we have citywide air quality monitors.. imo way too many normal security features involved for a small cabal to pull off especially at a high security event.
