Legislative supremacy does not mean that legislation has the highest authority in the system, but that legislatures, the institutions, do. "Constitutional supremacy" in theory means, in fact, the supremacy of whatever institution can change or interpret it.
Because of the incredibly high hurdle for changing it in America, we have a system of judicial supremacy in practice.
