ZFS and BTRFS are actually more complete than APFS as they are volume managers, but they have many fragmentation problems with their COW system that APFS does not have, in fact it is the only COW system that I know of that works with almost no fragmentation problems.
Sometimes it is better to use lvm and conventional file systems without the data integrity of COW systems.
