At this point I think there're already too much propaganda about IKN (Nusantara Capital City) to consider this is a non-SUS city. I mean put the label : Smart City on it, consider it 'done'.
This city is too abnormal to put so much force into it. Why not put the already existing one and put the crown on top of it? because who owns land matter.
