Dunno. I doubt he's aware the World Court could tie it up if Congress doesn't.
The House used to be jealous of their privileges and would fight an administration over this kind of thing. Lord knows if they still are, with MAGAts threatening to primary everyone who says squat, and owners donors salivating at the trough.
