Hot take: modern GNU Emacs is not really a terminal program any more, not in the way that modern vim still is. You can use Emacs in a terminal (over ssh, say), but it probably won't make you happy. Too many things assume mouse support, multiple frames, popup windows, and so on, and aren't particularly usable in a terminal environment without them. (And you really better have colours.)
This makes me a bit sad, but it is what it is and the Emacs-in-X stuff is pretty nice. And I still have vim.
