I'm gonna go with VLAN 1 is an untagged frame otherwise you can't have endpoints hanging off a layer 2 switch without themselves being VLAN aware and tagging their own frames, right?
I have run into this before when I was doing networking at an ISP and completely forgot about it until now.
I like requiring that your management VLAN be something specific and blocking vlan 1 / untagged entirely 😈
