Other countries can peg to usd only because we are relatively more stable. The fed can make and destroy dollars, which effects inflation. When they print they create inflation. Inflation shows up in prices but it is not inflation. The only thing we can do is peg usd to a commodity like gold, oil etc. For now, overall, the fed exists to create 3-4% inflation over time.
