Russia's Central Bank has abruptly changed its policies, with the goal of reducing the level of demand for overseas currency, to slow the fall of the ruble.

So, the question I'd ask is, "What is Russia likely to do, in order to reduce its own people's increasing demand for foreign currency?"
Are they not at that point yet, or are they contemplating something they would just assume the Russian people have no warning of, before it occurs?
