the real question here is “why do some companies deprioritize fixing their bugs that happen on certain browsers?”. it’s a business decision, of course (goals, budgets, etc.)
for example, if you can funnel a user into an app and can track, why spend on a web version? other times, it could be an indie developer that’s only going to have time to write/test against the most popular browser, because that’s “good enough”. another, less charitable reason, is just incompetence. #webDevelopment
