I would say that it would be less likely to become dystopian and more likely to become Utopian. If everyone could truly comprehend each other and experience unrelenting empathy. We would eventually find a balance that would allow us to move past our differences to focus on what inherently makes us human. Then again I guess the overall outcome would depend on what is the minimum and maximum distance that telepathy becomes possible.
If the distance required for telepathy was shorter in nature like lets say under a mile away. It would probably become more tribal in nature in that humans that think and feel alike would be drawn to each other and form tightly knit social groups.
If the distance was infinite and we were all suddenly interconnected like the internet. It would probably go dystopian, or straight up Borg like from Star Trek. Really would be a crap shoot at that point and your guess would be as good as mine if all minds were suddenly forced to join together at once. It would probably give rise to a hive mind wherin the strongest will and consciousness would be the ones that guides the actions of others. Essentially making humanity more drone like with individuality being erased in favor of harmony of wills.
If we were able to opt out of the telepathy by wearing helmets that block it. Then that would make those people more highly suspicious, or force them into the fringes of society. Much like the tin foil hats of the modern day world. They would become the untrustworthy and not deserving of any serious consideration for whatever they have to say. For if you were unable to hear their thoughts then anything that comes out of their mouth could potentially be a lie.
