I think it confuses people bc most guides and the whonix wiki assumes a government adversary like the NSA when in reality your "adversary" when you decide how to visit imouto is just me and I have no unique capability. It doesn't require a lot to hide your ip.
And most government capabilities to track tor users assume they control the site I believe. It's not some magical "unmask tor user" thing.
