The USDA's own analysis placed the death toll at 2-3 percent (when factoring in compassionate culling of non-recovering animals), but they also only watched the animals for a few weeks. One Michigan dairy which reported on their experience showed that animals were infected for very prolonged periods and that many didn't recover much after the infection and their ultimate percentage of culled animals was ~6%.
This isn't a minor disease in almost any mammalian species which contracts it.
