There is a bunch of previous research on nurse to patient staffing ratios that led California to pass mandatory minimum staffing ratios to address back outcomes caused by inadequate staffing. That was suspended briefly during COVID (at least when I worked there) but is probably back. I’d be curious to see if the increase is less marked in CA than other states
