Yes for sure, bookmarks should be shared between clients. I think this can already be done, just need to use a different note 'kind' (the type of note, basically).

Regardless, the correct UX for this is:

- bookmark stuff
- bookmark stuff
- bookmark stuff
- click 'sync' to broadcast your bookmarks to relays

We don't need an extra note published every time someone bookmarks something; that'll just spam relay bandwidth.

In this regard, it's totally feasible to start building bookmarks and worry about syncing them later.
