Either we kill their citizens ( as collateral damage) or they kill ours. I don't think the idea is collective punishment, but collateral damage is part of any war. War sucks always.

Also Hezbolah and Hammas weren't shooting rockets at "settlers" or IDF basses, they are shooting them at cities.
