In fact, Bluesky is much more likely to implement any change to the protocol and interop, clients or server side, because development is just as centralised as Bitcoin, Git or Linux. And that is independent from whether the network is centralised or not. You can have a reference implementation but thousands of instances, or you can have only one server but fragmented clients.
