I am not sure about North America, but I did buy up several .africa domains & I have been pondering about setting up #Fediverse instances to serve non-English communities in #Africa (they would be based upon languages, culture & tribes).
I was debating about hiring developers & designers from AfriBlocks (
https://www.afriblocks.com) to build it too. Hosting would legally be tricky though, as every country has different laws.
