this should go without saying but if you provide some kind of service for free, using it is a privilege, not a right. blocking an entire /8 because you're fed up with what might only be a small number of anonymous bad actors is perfectly cromulent
i do want to encourage communication wherever possible though, especially in the context of fedi instance moderation. for example, i've been permanently blocked by one instance for mildly inconveniencing its admins with an inconsequential joke on the fediblock hashtag, and that decision was upheld even after i apologized, showed remorse and promised better behavior. i can absolutely understand getting very trigger happy with bans because i use them liberally on my file hoster, but i think in the case of a fedi instance, you should consider what your users have entrusted you with and what behavior they expect from you. it's not fun to realize one of your friends hasn't been getting your messages for days and you now have to figure out how to reach them because your admin put their personal catharsis above their users and didn't even check how they were interacting with the instance that got not just muted but blocked entirely
