DIY? Michaels, or any other arts/crafts store, have fabric paint. Spray or brush. I've only seen little bottles, but it's probably going to be a bargain compared to a replica. Don't know where you'll find a White flag (France?) but the windmill of friendship shouldn't be hard. Might bleed through if you get too carried away? Mask off a circle and make everything else red.
