I think it's much more likely that the people who claim they don't simply don't understand the question. The base level of this is reading comprehension and scene building, while the higher level would be abstract problem solving or working out a functioning worldview. In fact, anyone reading this comment will read it in a subjective voice based on how they perceive my comment initially. Now, if this were to make the claim that people rarely use their critical thinking beyond the initial input (ie my teacher taught me evolution is true, thus regardless of the fact that multiple aspects contradict a valid scientific theory, it must be true because my teacher said so), then yes, i would think those numbers are much more accurate.
