As to the letter itself, it appears to be an attempt to phonetically represent the pronunciation in Gaelic where an n becomes ñ. This occurs when the letter is surrounded by slender vowels like I and E.  The closest equivalent in English would be the n in onion; the yoch would have the effect of modifying the n in the same way.
