I think this is a real scourge in our society. Small children take time to move, period. Why is it so hard to just sit back and be patient? I do it all the time on the multi-use paths. Children or dogs, I don't expect them to keep to one side. I just slow to a crawl, and wait for them to do their thing and be safe.
If you're operating a 4,000 lbs automobile and you can't control yourself because of your "impulses", then get the fuck off the road.
Oh damn, I swore again. What a horrible person.
