[2/2] proposal continues that the US would take over Gaza and rebuild it. It doesn't say who would own it after that. It would not surprise me if he arranged for this to be his property and exempted himself from paying taxes on it. It has been suggested that this proposal is meant to distract attention from his attack on the US system of government.
