The best way to fix the problem is no bailouts and allowing airlines to bankrupt out of pension contracts, and eliminate the 1500 hour requirement to dramatically increase the pool of potential hires.
No airline was ever putting a 250 hour piliot in command of passenger flights. But it allows them to hire people cheaply and put them as as third seat to build RELEVANT flight experience cheaply. Value of 1250 hours in a cessna 172 to a future pilot of a 737 is questionable
