This would just be applying the same model to the fediverse as the failed modes of offline governance. You can't really do something better by applying feudalistic or capitalistic bureaucratic models.
Why don't pyramids work? It's because nobody at the top is really all that smart, and even if they were they can't be empathetic to all contexts or resolve fundamental antagonisms. It doesn't matter if they were voted for or assigned via sortition or if they are a god-emperor.
If I was giving this type of talk I would say that we don't need pyramids but we could have algedonic alarms/signals in something like a subsumption architecture. Having forewarning about hazards is useful.
