Which is a fair assumption. How many EU citizens pay attention to EU legislation or lobby their representatives?
I also think that much like with Chat control, the legislators either aren't competently briefed to understand the ramifications of this legislation to EU citizens and residents by the member states. Or they know they don't care about yet another attempt to circumvent encryption.
