nah it should be some kind of background process.
having any device always on just to run relay is dumb.
it should be software that activates whenever CPU, Disk and Network are all idle.
you then simply need a protocol that has relays periodically copying notes from each other so that even if every relay that originally received the notes goes offline the system continues to work.
