Bitcoin Whitepaper, does mention the issue of transaction fees and how they affect the priority of transactions on the network. But, it doesn't really address the problem of transactions getting stuck in limbo because of insufficient fees.

The Whitepaper says that transaction fees are used to incentivise miners to include transactions in the blockchain, and that transactions with higher fees get priority over those with lower fees. But, it doesn't really offer a solution to the problem of transactions getting stuck in limbo because of lack of fees.
