it means that users who have subscribed to a relay currently their follows can't drop messages on the relay addressed to the users that are subscribed
it's essential that the relay support this feature to enable full support of nip-65 mailboxes
it does depend on the subscribed users saving their follow lists onto the relay but aside from that...
i will think later about how to onboard this... once the follow lists are added they are only able to be replaced, not deleted, and if a user unsubscribes the last version they published will be forever visible on the relay until it falls out of the garbage collector cache for not being requested
so there's a few other details to attend to after this point but this is critical baseline feature because enabling decentralised access is a key mission of #realy
