From my own experience:
Everyone who has brought a ship through a storm (EVERYONE) has had this thought "what if something fails? Will there be another soul to help me? Am I worthy another man's efforts/risks?" and in that moment, he swore to the wind, the waves and the stars "I will do everything to save people from distress". It's our pact with the sea. No sailor doesn't have it.
Bring those politicians and lawmakers to the sea. Let them sail. Let them learn.
