You would either need to rent hardware (AI is consuming gfx cloud offers) or invest into your own hardware.

If you want to create images or videos with "AI", you must make sure to train your model(s) on legal sources. [texts are a lot harder to detect sources]
All in all, the upfront cost are immense, unless you go general purpose. GP stuff isnt made for advertising though.
Afterwards, the maintenance isnt that low either, especially depending on how much you will be using it.
As advertising agencies usually have more then 1 or 2 customers, I can see the need for more then a private puter with a 3090 in it.
And if you do self host, you would consider the power bill as well.
In the end I think, subcontracting a specialized firm, or hiring tech for it, I personally doubt its widespread usage.
