I didn't dive into the details on how he got there but Caleb is a "full time creator" who (to simplify things) is paid (mostly through sponsorship?) for exactly this kind of project.
AFAIK, the closest thing we got to that in the Django world are Channels (kick-starter) and DRF (sponsorship after the fact).
