Bernier has a bug up his butt about the supply management programme. It basically says that farmers don't produce more than is needed. They usually don't dump milk because they don't over-produce. This also means that smaller farms can survive and we don't have these enormous factory-farms like the US, amongst other places, has. Yes, it can limit the farms' growth, but as they are guaranteed to sell their quota, they usually can stay afloat. It doesn't keep the prices artificially high, it keeps them stable and prevents the prices being artificially low as farmers scramble, and compete, to sell their product.

Not over-producing also means not over-breeding animals, therefore not needed more feed and fewer cow farts, which seems to be a big issue for some.

The supply management system in Canada applies to dairy, poultry, and eggs. The reason our egg prices haven't shot up is that our egg producers are smaller and spread out so no culls of millions of birds at a time due to bird flu outbreaks.
