They steal at the research level. They're in every university science department at the behest of the Chinese government. It's been that way since the 80s. But they can only copy, they have no fundamental understanding nor the material sciences for it. Then there's the decades of doctrine and how to use it. China doesn't have the technological edge yet for a Taiwan invasion.
