I don't know, as he was appointed, Congress might be able to, butI doubt they'll get rid of Richard. All I can say is that I feel better for calling him out via petition (which means others agree).
It's the same with Louis DeJoy, the Trump -appointed dude who is dismantling our Postal Service - another appointee doing the opposite of what the job calls for!
